SSCHR Expresses its appreciation for the Procedures of appointing women at the State Council

The SSCHR Technical Secretariat (TS) expresses its appreciation for the rapid response of the State Council to the Presidential Directives to appoint female judges.

The SSCHR TS praised the rapid response of the State Council to implement the directives of President Abdel Fattah Al-Sisi (issued on the eighth of this March on the occasion of International Women’s Day) to seek the hiring of women in the State Council and the Public Prosecution. The implementation of the directives is in line with State efforts to activate the Constitutional entitlement of equality and non-discrimination, and to emphasize the merit of women in assuming various positions; and to glorify the successes women achieved in all fields.

On March 10, the State Council announced the start of accepting applications for the appointment of a number of female members of the Administrative Prosecution and the State Lawsuits Authority, through transfer, to the State Council to fill the positions of delegate and deputy in the Council. The TS confirmed that this step enhances national efforts to empower women on the basis of the principles of equality and equal opportunities and comes within the framework of activating Article 11 of the Constitution, which states that the State guarantees women’s “right to assume public positions and higher management positions in the state and to be appointed to judicial authorities and bodies without discrimination against them”. This step also comes in line with State compliance with the international human rights conventions to which Egypt is a party, including the Convention on the Elimination of All Forms of Discrimination against Women.

The TS explained that this important step comes within the framework of continuous institutional work implement Egypt's sustainable development strategy "Egypt Vision 2030", in which the concept of gender equality has been integrated; and to implement the "National Strategy for Women Empowerment 2030", which serves as a working document and road map for the State to implement all programs and activities for empowering women.

The TS also added that this important development is an extension of the achievements made by the Egyptian State during the past years in terms of increasing the percentage of women's appointment in judicial authorities and bodies. These achievements began with women's appointment to the State Lawsuits Authority, the Administrative Prosecution, then the Supreme Constitutional Court, then the judiciary with its criminal, civil and commercial courts, and finally the State Council, which represents the administrative judiciary in Egypt.
