The National Council for Human Rights

- The National Council for Human Rights - as the independent national institution for human rights - is an essential component of the rich institutional structure for human rights in the Egyptian State. The current Constitution affirmed the Council’s independence and its role in informing public authorities of any violation related to human rights, and for its opinion to be taken on draft laws and regulations related to the Council and its field of work. Amendments to some provisions of the law establishing the Council under Law 197 of 2017 came as a commitment to Article 214 of the Constitution and in line with the Paris Principles for National Human Rights Institutions and in compliance with the proposals and recommendations issued by the Council itself. These amendments enhanced the Council’s independence in terms of its formulation, structure, exercise of its mandate, and its budget.
- The Supreme Committee appreciates the vital role the Council plays in promoting human rights, and is keen to strengthen consultations with it on various human rights issues in a way that will positively reflect on the conditions of human rights, achieving integration between all national efforts exerted to promote human rights at the State level.
- Consultation with the National Council for Human Rights in the Framework of Preparing the First National Strategy for Human Rights
- On December 23, 2020, the Technical Secretariat of the Supreme Standing Committee for Human Rights held a meeting with the President and a number of members of the National Council for Human Rights to listen to their proposals related to the preparation of the draft strategy.
- Preparing the Government’s Comment on the Fourteenth Annual Report of the National Council for Human Rights
- After the National Council for Human Rights issued its fourteenth annual report on March 8, 2020, covering the period from mid-2018 to mid-2019, the Supreme Standing Committee for Human Rights studied the report's observations and recommendations, and prepared a comment for the Government in this regard; after coordinating with all relevant official authorities (more than 15 entities), which reflects the Government's serious handling of the reports issued by the Council and their observations and recommendations, in light of the important national role it plays in the field of promoting human rights.
- On March 15, 2021, Assistant Minister of Foreign Affairs, Ambassador Alaa Rushdy, Acting Head of the Technical Secretariat, delivered a letter addressed by the Minister of Foreign Affairs, to Mr. Mohamed Fayik, President of the National Council for Human Rights, accompanied by the Government's comment on the last annual report by the Council. Mr. Mohamed Fayik expressed the Council's appreciation to the Supreme Committee for the initiative to prepare the Government’s comment on the Council's last annual report and for the great effort made in preparing that comment.
- The joint meeting between the Supreme Committee and the National Council was held on March 16 to discuss the Government's comment on the Council's last annual report, in the presence of Mr. Mohamed Fayik, the Council’s President, Dr. Nevin Massad and Dr. Yasser Abdel Aziz, member of the Council. During the meeting, the members of the Supreme Committee affirmed their appreciation for the important national role the Council plays in the field of promoting human rights. The meeting witnessed an interactive, open and constructive discussion on the recent progress in the field of promoting and protecting human rights as well as the related challenges, and the Council's recommendations to deal with them.
